Privatisation of  Education and Exploitation

The structural Adjustment Program dictated by the World Bank and other International Financial Institutions  made deep inroads into the economy of our Country since 1990.  One major aspect of the LPG directions is with regard to  easing of State Control and shirking of  responsibility over education. Many number of Colleges especially in the field of Engineering  Technology and Medicine sprang up in quick succession. The founders are mostly politicians and business people, who wielded power and pelf have grabbed the opportunity and established their hold cleverly. Even  entrepreneurs in other field had diversified their business and made hay when it shined.

The Government Schools and Colleges  that were the only hope of middle classes and poorer sections of  the Society before the on set of the globalisation  slowly declined as Government started pulling out of providing financial assistance for infrastructure and creation of posts in educational institutions. Ban on creation of posts in Government Services were adopted and implemented as a policy measure strictly by the Rajiv Gandhi Government at the Centre,  while introducing various Missions and Policies showcasing a marked change.For e.g., Technology Mission,  New Economic Policy, New Textile Policy , New Education Policy etc.,to name  few. 

This turn around has driven the people to search and seek admission into private colleges /institutions by draining their funds and also go  in for institutional borrowing and private finance.Some in the race  overburdened with debt and suffered immenselyo.Quite a sizeable number of them unable to meet the situation have resorted to distress sale of their property.

The  fees levied is abnormal.Though the people raise their voice and represent, the Government's delayed response and litigation have affected the students and families seriously. Even for Pre-KG admissions, one has to offer in thousands as fees and others . The Education Department has little or no control on Private Institutions. They collect money under different guise,  maintaining the Government Prescribed fees as one of the  slots of collection.With their political clout they are able to hoodwink and manage the Government Departments, continue their collection under different pretext without break and maximize profit. 

The much talked about Right to Education Act that provided reservation of 15% seats for underprivileged in Private Schools with fees concession also not implemented in letter and spirit by many State Governments.Certain Institutions claim exemption as they are Minority Institutions- Religious and Linguistic.In some cases the reimbursement of funds in this regard from the Union Government are delayed unreasonably thereby students in a particular year are deprived of their seats for academic development.

The framing of New Policy on Education, change of Curriculum and Syllabus by various Educational Bodies like NCERT, CBSE, Central Advisory Board on Education, UGC, etc.,by the successive Governments with varying ideologies have become chaotic and disrupting the Education system.The basic idea of Medium of Instruction in one's mother tongue has also not been adhered to and implemented by the Rulers.
