CRIMES IN PUDUCHERRY- ANALYSIS-2

The Police and Crime Statistics available for the first time for the years 2001-02 and 2002-03 in Puduchery. 1.Cognisable Crime-- 4,440 in 2002 2.Crimes Under Local and Special Laws--- 26,865 in 2002 In 2003, the figures are as follows: 1. Cognisable Crime --- 4,492 2. Crimes under Local and Special Laws-----35,698 The above datas relate only to the reported offences. Comparitively, there has been a tremendous increase in the crime rates in the State. The number of murder case is pegged at 29 for both the years. Theft cases has increased from 525 to 550. Offences under the Arms Act has increased from 41 to 53 in 2003. Similarly, the Crimes under the Motor Vechicles Act has shown a steep rise from 25,859 to 33,658.The crimes under the P.C.R Act is 17; Explosives Act is 23; Excise Act is 16. The Puducherry has been witnessing serial attacks and counter attacks by goons, groups, anti-social elements, disrupting public life and instilling fear psychosis in the minds of common man. Traders, vendors and business people, who are already suffering from 'Collection Raj' from lumpens are scared and worried over reprisal killing near their business places. In proportion to the area and size of the population the increase in crime graph in the State is quite alarming. Every day, news of crimes committed in unique fashion, has already affected the fame and name of the much talked about 'Peace Town'. Peace is in pieces and hangs its head in abysmal shame. ENCOUNTER MURDERS- CASTE, RELIGIOUS BACKGROUND

I come from the Union Territory of Puducherry, which has no record of encounter murders, except case of lock-up deaths. I am extremely happy to participate in the all India Conference. I am particularly thankful to Mr.Agni Subramaniam, the President of'Agni'. Politicising the election of the President

As one understands, so far, a candidate from the South, is nominated to the election of the highest office in India. In order to strike a balance this has been, i think, has been adopted till last time.But, what considerations have been examined in deciding the choice of the presidential candidate now is not known. Though the reasons came out in the media seems justifiable, the inner confabulations could not be clearly understood.The last minute parleys and projection by the 'third formation' is a late affair. Even the B.J.P's overture to drop Shekhawat in favour of A.P.J.Kalam is a delayed thinking.While the opinion of the people is for a people-friendly President as a candidate for the second term, the formations of whatever hue should have seized the opprtunity before hand instead of the last minute effort to convince the President for a second term. CELEBRATION

The World Environment Day celebrated on 22, June 2007 at the Government High school, Thengaithittu, Puducherry. I am invited by the School to address the Students. The function started at about 3 P.M. about 130 students attended including the teachers. It was a cloudy afternoon, windy climate due to low pressure built in the Bay of Bengal.The introduction started with the usual popular understood theme. Garbage disposal, clean house hold and continuous scavenging etc. The job before me was tough. I have to, initially, attract the attention of all the students, since the event was scheduled after the close of the session. Everybody was in home going mood. I think i had to some extend succeeded in my endeavour. It was an outdoor gathering, distanced with the raised platform and the public-address system. The reference materials and its standard i thought could not reach the targetted audience. Even the language and modulation should have to be adjusted to the level understood by them. A
