Rule of Law or Rule of Flaw in Puducherry

Few days ago, it was reported in the Newspaper that a Lawyer and a Sub-Inspector of Police were arrested by the C.B.I. near Manimegalai Higher Secondary School, puducherry, while the duo was receiving graft from a person, who said to have had a deal struck with them, to save him from the dragnet of Police in a Criminal Case filed by a Women complainant allegedly cheated, by arranging a trap for the man in the Uniform and the Advocate. As soon as the arrest occurred, the lawyers in support of the accused-advocate rushed to the scene, picked up quarrel with the C.B.I. Officers. With much difficulties the they took both of them for Interrogation and the next day produced in the Court of Sessions. The Judge granted bail to the Advocate and refused bail to the Sub-Inspector of Police. Meanwhile, the police personnel from all the Police Stations and Traffic Points deserted their place of duty and rushed to the Court Campus in a mass and agitated against the advocates. They went a step ahead

A LEADER WHO NEVER DIES

V.P.Singh, the ex-Prime Minister of India, is no more with us.Till he breathed out his last, he was a spirited leader the country has ever seen.He had more feathers to his cap.The active role he played in the Congress Ministry, headed by Mr. Rajiv Gandhi, especially in the Finance Portfolio, where he was a nightmare for tax-evaders and unethical corporates. But his stint was short lived and he was shifted to the Defence Ministry. The remarkable achievement during his tenure as the Prime Minister, was the audacious step in accepting and implementing the recommendation of the Mandal Commission providing reservation for O.B.Cs in Central Government Jobs.Nearly for four decades the backward class people, who constituted more than 50% of the Indian Population, had been meted out a raw deal vis-a-vis SCs and STs, in Government jobs in the Union Government. The historic injustice was remedied and as a result the Hindutva and Brahminical forces came out in the open and staged protests, that cu

Cosmopolitanism under attack

The attack by unguided souls against foreigners at Taj, Trident-the tourist spots at Mumbai- and at the commuters at Chatrapathi Sivaji Railway Station on 26th instant have sent shock waves across the country. The cowardly act on any pretext staged by the terrorists against innocent people will never be forgotten.Loss of lives cannot be compensated. The horror created will certainly die down gradually but it marks will never heal from our memory. This horrendous crime has in another perspective has stregenthened the people's resolve to unity and fraternity. At society level, party- politics should never be permitted to act smart and score points on who has failed and who would have dealt the situation better. It is a challenge thrown open to all. we should never allow such narrow tendencies to gain upper hand, sidelining the common concern for safety of foreigners visiting this heritage land and peaceful living of our citizens. Terrorism in any form and in any hue should have no pla

What we sow! we shall reap!

The seasonal rain in Ayypasi, the Tamil month for copious rain has deceived us.The depression-born Nisha has given rain creating history for Statisticians and hysteria for politicians.Mankind's atrocities against Nature has been returned in the same coin with large scale devastation and loss.Proliferation of towns;conversion of water-bodies for human induced development;Laying of cement roads; tar roads obstructing drainage as mark of development violating harmony of the environment have far reaching repercussions, which could be appreciated well in the wake of incessant rain recently. Knee-deep water logging, submerge of housing lay-outs, choking of drainage systems, paralyzing of normal life and other difficult situations faced by commuters have raised serious questions on the developmental path earmarked by the rulers. The loud claim of bridges, roads and infrastructure development are surely indications of external growth but the drastic reduction in agriculture and untrammel

PEACE

Neither calmness of grave; Nor calumny of brave; The quietude of mind; The gratitude of nature; Harmony of communities; compassion of religions; not exclusive; but inclusive; internalization, realization, endurance, tolerance; all manifestations of ethics, ethos, culture; to drive away vultures of hatred, enmity and intolerance; to usher in peace, the evanescent trait, inherent in mankind!

PLIGHT OF MARATHIS UNDER GLOBOLISATION - 1

The attacks against workers from Bihar and others by the activists of Maharashtra Nava Nirman Sena in Mumbai are impalpable and reprehensible.Civil society for that matter will never approve of such negative tendencies and nefarious activities to be staged in any part of India, by the notorious Organization. But a deep and detailed analysis of the events of such Movements may help us understand the social psychology behind such violence. The sloganeering of the ideal of 'sons of the soil' and upholding the banner of Marathis have some basis, if we look at the other dimensions of the issues raised by them. The cosmopolitan culture and the overall development of Mumbai, relegating the status of the people of their own state compared to others ,who have settled in the areas have irked and might have pricked their conscience. The lack of marked improvement and regional imbalance faced by the Marathis for decdes in the State, have driven them to a point of frustration and agitation

TESTIMONY

Recently,I had come across a news item in a local daily, where a photograph of a Dalit youth appeared- a victim of police firing in Ehumalai, Tamil Nadu- dead and carried away by four policeman, each one of them holding the limbs of the body stretching it as,' a cart pulled by weary unwilling bull'.Even the last respects normally adhered to by common man was found lacking. The deep-seated allergy and imbibed casteist approach towards the underprivileged, thriving within the State Apparatus, bore testimony to such ignominy. The so called disciplined force once again stand exposed.

Peaceful Co-existence.

Before the debate gets heated again in the Parliament about the Nuclear Deal on the alleged breach of privilege of the August House by the Prime Minister of India; who won and who lost. I am quite convinced, neither India nor Pakistan, wins. The Nuclear Race has driven both the Countries in the guise of Civilian Nuclear Deal to a major competition and logically to a confrontation in the Sub-Continent. The craze for the technology has put both the Powers at the mercy of alien Powers, namely, China and U.S.A. to score political gains and enhance their commercial interests. In the process they have succeeded to some extent, in pitting arch rivals, once again, against one another. The Civil Society in both Countries, in larger interests of the Region, shall attempt to allay fears and mutual suspicion and cause easing of nuclear tension.Of course shortage of power has been a difficult situation affecting people in the globolised economies, yet the projection of the rulers and their arguments

Lankan situation

what has been happening for three decades and more in the Island Nation appears to be an internal affair of a country for opinion givers in the media cannot be accepted as such. A close reading of the social and political history of the Country gives clear evidences of discrimination and relentless subjugation meted out to the Tamils in the System. The unquestionable suppression and oppression suffered at the hands of the Sinhala Majority by the Tamil Citizens within the Nation at various fronts and levels and the initiative taken internally and externally to resolve the tangle through mediation have evaded resolution of the conflict for years. The himalayan efforts taken in the past to solve the conflict by the T.U.L.F. through the democratic process sustained severe jolt and in fact received a raw deal at the hands of the Sinhala chauvinism. The Tamils patience for equality and equal opportunity also did not go well with the establishment. After exhausting the channels the Tamils had

Need of the Hour

In Puducherry, the Government had constituted the Human Rights Committee in 2001, particularly after the Supreme Court Directions given to the Chief Justice Of the High Court of Judicature , Chennai. D.K.Basu,s case was an eye opener to almost all the Governments, to strictly instruct the Police Force, to follow the 13 guidelines issued by the Apex Court in the Case. The Government of Puducherry had in consultation with the High court had established the Human Rights Commmittee. The Parliament of India had passed the Human Rights Act in 1983 and the Act was extended to all the states of India, except Jammu and Kashmir. Thus, it had been extended to the Union Territory by endorsement in the Local Gazette by way of re-publication. Yet the Committee has not been replaced and a Commission constituted in deference to the provisions of the Central Act. In order to give more teeth and Judicial powers to deal with the complexities of human rights issues, a Commission is appropriate and nece

WAR ON TERROR

Sir, "550 lives lost to 11 terrorist attacks across India in the last three years". As usual discussions on print and electronic media will continue.Blames and counter blames will appear. What has been lost in the midst of hair-splitting statements is the responsibility of citizen to share information with the police force, whenever suspicious activities are noticed in the day-to- day lives in society. Youths of this country, really can play meaningful role in helping intelligence agencies in tackling the situation on regular basis.People-vigilante groups could also contribute their mite in supplying clues or informations. The society as a whole should be sensitized to assume responsibilities in driving away the forces of terrorism- a common enemy to harmony and peaceful co-existence. Let us all condemn in un-ambiguous terms that forces of divisiveness and fisifarous tendencies will not succeed in their attempt to derail democracy and secularism in India. fatihfully yours

Nuclear Nationalism!

The recent withdrawal of support by the Left Parties to the ruling U.P.A. at the Centre has raised serious after discussions in the Country, as to the desirability of the Nuclear Deal entered with the U.S.A. It is a fact both the Left and the Right do not oppose the Nuclear Power per se. The B.J.P. leader of the N.D.A. wing opposes that the Agreement would have its impact on the Country's strategic nuclear programme and the problem of separation of civil and nuclear programme. The Left cautioned the Government not to accept nuclear cooperation with the U.S.A. on terms that compromises its independent foreign policy and sovereign right for self-reliant nuclear programme. Besides, the provisions of the Hyde Act contain provisions to coerce India to accept the strategic goals of the U.S.A. The other stream of opinions gathered from people's movements, emphasis that the theater of nuclear arms race has been shifted now to the Asian Countries, more particularly, amplifying the ide

FAILURE OF THE GOVERNMENT IN PUDUCHERRY

People in Puducherry, of late, have fed up with the functioning of Ministry in the State. They criticize the groupings and partisan way of functioning of Ministers. The absence of collectivism and control to the Head of the Cabinet, i.e. the Chief Minister, have been lampooned by one and all. Every day statements appearing in print media, leveling allegation against one another, smacks discipline and failure of party control over its members. A political party that has tasted power for decades in various States and at the Center is quite unable to keep its affairs in tact and conduct the Government attending to people's problems without deviation from the constitutional mandate, imposed upon them for providing unblemished Governance. The near collapse of the Elected Representatives, in projecting their egos openly sidelined welfare of the people. Poster-war, media hype and statements have taken the lead than the problems of people suffering from price rise, unemployment, shortage o

Falure of Governance

The Government at the center seems to have totally lost its its control over price rises, whether it is petroleum goods or essential commodities. Reserve bank of India's endeavor in revising repo rates and cash reserve ratios of Banks certainly have failed to control inflation.Current trend poses a serious impending damage to the economy. The increase in lending rates of Banks announced as a consequence, certainly is going to affect the people, who have already suffering decline in their purchasing power. Prices of food grains and groceries have shot up considerably; hike in transport fares has pushed up the prices of vegetables; medicines and cost of medical services have also show an upward trend. Education, particularly, the cost of higher education has become dearer, despite the Government providing necessary infrastructure facilities to private players like land, water , electricity, etc. The fees structure for Engineering for an example has been revised from the Rs.32,500 to

KARNATAKA POLL RESULT- A REFLECTION

The poll result of Karnataka much expected to be an acid test for the Congress in view of the oncoming Parliamentary Elections in 2009 would not shatter its hopes. In a sense, it has improved its performance at the cost of Janata Dal(secular). Mr.Dewa Gowda's moves with the B.J.P., however, in the last ministry has not gone well with the people. As a result suffered erosion in it's strength. Figures like ,Vattal Nagaraj, and Bangarappa do not have their stakes they commanded earlier and their stature seems have gone to Mr. Yeddyuruppa, the C.M.elect, particularly after the Hoegnekkal -Show, he led. The verdict totally not in support of the saffron-brigade and people have given a fractured verdict. Only wafer thin majority is dispensed to the B.J.P. and the opposition combine together is nearly matching the figure of more than 100 would be a healthy situation, where issues concerning the State and the people can be vociferously and effectivly put forth. It is appropriate that th

oil prices hike

Sir, The resource of hydro-carbons is going to last for a few hundred years. Already alarm-bells started ringing in developed countries for economic use and research in finding alternative source of energy.Use of gasoline, ethanol as fuels are started picking up in some countries in the American Continent. Fancy buying of vehicles, frantic effort of Corporates in introducing new brands without fuel efficiency, hire-purchase, easy instalment schemes are also driving people to go in for more vehicles.Even in a family, possession of two or more vehicles have often become showy rather than necessity. This attitude goes against the national interest. People should be educated and sensitised on the effects of global warming and the scant resource at the disposal of humanity. Some regulations at the executive level, like closing the petrol bunks at 10 P.M. every day and declaring weekly off, would certainly pay results, apart from encouraging the public to large scale use of public transport

INIQUITOUS APPROACH

Solidarity and support extended to the Tibetans by the Government and others in their long drawn struggle on humanitarian basis, including setting up of their Government-in-exile are appreciable.Tibetans are permitted to do business, conduct studies and move freely to garner support for their cause.while when it comes to incarceration and subjugation of ethnic Tamils elsewhere, including the heinous crimes and serious human rights violations committed against Sri Lankan Tamils for more than four decades, the Government and others are not serious except paying lip service for propaganda values. If involving in Tibet's internal affairs is not condemnable and objectionable, reacting to oppression and suppression of Tamils inside is viewed by the establishment as transgression of limits. such iniquitous and partisan approach should be exposed to the world community and public opinion awakened.

STOIC SILENCE!

Competitive Entrance Test For Admission To Colleges introduced in the Education System of Puducherry on the pattern of TamilNadu, after Higher Secondary Course is still continued, even after the neighboring State had abolished, amidst difficulties expressed from various sections of Society, more particularly the ordeals faced by rural folk last year. From then the political parties and social action groups interested in the students welfare have been insisting the Government of Puducherry to do away with the CENTAC. In the Legislative Assembly, the Chief Minister assured the Members that a decision would be taken next year. Now the Students Community and their parents are agitated and feeling uncertainties as the 'Coaching Business Cartels" have set their target and started issuing applications for screening tests and launch of the classes soon. Meanwhile, parents associations, political parties and social action groups have been conducting call attention programs to remind the

SHE

Sir, The Article by SEEMA MUSTAFA , Dated 9th February,2008, on the approach to Women's Reservation Bill. The author has stated that" all found excuses to stop this......that OBC and Dalit women should be given special privileges, and cannot be equated with all women.".The argument put forth by the supporters of providing inner reservation for Socially and Educationally Backward in the Caste System, i.e.for OBC women and Dalit women. All are women, no doubt.Equating upper caste women on par with the OBCc and Dalita, reveals our ignorance of the existing socio-economic and political realities in Society.Within the Family, no doubt women of all castes are oppressed and discriminated. But it cannot be advanced as an argument for this concrete situation, to suggest a race among unequals for a place in Legislatures and Parliaments under Reservation. Yours faithfully, M.Muthukannu 09.02.08. Puducherry.

Recent attacks in Mumbai

Image
Sir, This has reference to the Report on the Captioned Subject, Dated 4th instant.Regional Passion and hatred nurtured for short term political gains have again raises its ugly head. Notorious 'Mumbai Riots' and large scale sufferings faced by Muslims and Madrasis, have already brought disgrace to the Country. The Political Parties of all streams should in one voice oppose the recent attacks in Mumbai and other places of the State of Maharashtra.Let sense prevail on the senseless. Yours Faithfully, M.Muthukannu. Puducherry, 5,February,2008.

ORGANISED RACKET

Sir, This is with regard to the editorial, "Organ racket" dated 31st,January 2008. It is not only organ racket but organized racket.Every time when it is exposed, eyebrows are raised, statements are issued Nationally and notionally. The Governments,be it the Tamil Nadu or the popular Uttar Pradesh do act temporarily and highlight achievements of the Police in filing cases against the mafia- who are supposed to be educated and belonged to creamy layers of the Society. What is lacking is the identification of the basic issues involved and preventive measures adopted by the States in arresting the menace and averting the dangers, to which the hapless poor fisher folk in Chennai in the past after tsunami struck were exposed. And now it is the turn of notorious Gurgaon , whether it is butchering of children for big-bucks or for oppressing the legitimate struggle of the working class in Hyundai, or still the high pitch sale in Human Organs in the garb of the much touted Medical

"Lies Galore"

Sir, The Editorial,"Lies Galore", dated 25th instant has brought out enlightening news item from the independent initiative of Journalism Institutions of the largest Democracy. As a Tamil saying goes ' a liar by his command will turn lies into truth' (poyyudai oruvan sol vanmaiyaal mei polume, mei polume), the Head of a State committed to democratic values lied 935 times in just two years not only to his Nation but also to the World Community including the U.N. smacks of integrity and decency. The untold sufferings to Iraqis and the American Soldiers in an endless conflagration and cobweb of violence are very bad precedents that may sometime recoil on the Invaders, sooner or later. It would also be better in India for the Fourth Estate to emulate such studies in the interest of safeguarding our Democracy. Yours faithfully, M.Muthukannu. Puducherry. 27.01.2008.

Whosoever commits wrong, be it majority or minority, subverting law and order, under any circumstances jeopardizing the lives of common man shall be dealt with stubbornl

KAKINADA SEZ- INSAF A.P. PROTESTS

Dear Comrade INSAF member from Kakinada AP who has been leading the anti-SEZ struggle, Rajendra Kumar has been arrested and taken into judicial custody (see appeal below). Please protest soon. The AP unit should think of more active protests. in solidarity willy STATE REPRESSION AT THE PROPOSED SITE OF KAKINADA SEZ Last three days have been witness to State terror in U Kothapalli and Thongdangi Mandals of East Godavari district of Andhra Pradesh where the government proposes to set up a Special Economic Zone. Revenue authorities, police and goons of broker, who has been buying land from the people on behalf of the proposed SEZ authorities, have been trying to set up a fence. The authorities have been threatening, forcing and spreading misinformation among people to compel them to sell their lands. Protest against Modi

Gujarat Chief Minister-Modi,s visit to Chennai on the invitation of Cho-Thuglak, yesterday evoked strong condemnation from secular and democratic forces in TamilNadu. In the Meeting, he said to have thundered that secularism in the Country has changed' color' with the times and" today it means hate Hindus." "Earlier it was said secularism was religious harmony. It changed color to get sympathy for minorities, then for appeasement of minorities and later for a Muslim vote bank.Today it means hate the Hindus votes." While detailing the project of quick underlaying of 1400 K.M. pipe lines for bringing Narmada river for Gujarat, he also said, that "The pipe is so huge that the Tamil Nadu Chief Minister with all his family members can travel through it in a car". Again he stated, while referring to inclusive growth in the country, a mass movement should be launched and added that to achieve development in that direction, 100 crore people of this co
