Public Health Care Delivery System in the Union Territory of Puducherry- A few hard facts. The Union Territory of Puducherry declares itself as proud and reeling out statistics, amongst other things, having two Hospitals and a Medical College under the Government Sector.One more Women and Children Hospital also in its fold.However, their performance are gradually declining. Sanitation  In the first instance, the sanitation in and around the Hospitals need improvement, in relation to the number of patients visiting daily for treatment and their companions.The pathetic condition prevailing in the Ampitheatre/Mortuary are worth indicating.The Section is ill-equipped and often the people in duty fleece the relatives of the dead inhumanely. The Ruling Class is agog with its achievement in the field of education.It says on all occasions that Puducherry is developed in Education.We have to straighten the records that they mean the collegiate Education. Private Players of all hues, from all directions, have been invited and afforded land ,water, electricity and other facilities, as a result they have started their "education business" and set their foothold in the small eco-fragile Region. Institutions have developed.Their business have trebled, quality of lifestyle have improved.Their coffers are constantly filled by capitations, but not the quality of education.Proliferation of institutions in lanes and sub-lanes, and farm fields, driving away the locals, alienating their mens of sustenance and transforming their lives as wage earners do not mean the enhancement in quality of life of the school going and the college going. CRIMES IN PUDUCHERRY- ANALYSIS-2

The Police and Crime Statistics available for the first time for the years 2001-02 and 2002-03 in Puduchery. 1.Cognisable Crime-- 4,440 in 2002 2.Crimes Under Local and Special Laws--- 26,865 in 2002 In 2003, the figures are as follows: 1. Cognisable Crime --- 4,492 2. Crimes under Local and Special Laws-----35,698 The above datas relate only to the reported offences. Comparitively, there has been a tremendous increase in the crime rates in the State. The number of murder case is pegged at 29 for both the years. Theft cases has increased from 525 to 550. Offences under the Arms Act has increased from 41 to 53 in 2003. Similarly, the Crimes under the Motor Vechicles Act has shown a steep rise from 25,859 to 33,658.The crimes under the P.C.R Act is 17; Explosives Act is 23; Excise Act is 16. OBC RESERVATION IN HIGHER INSTITUTIONS- DELAYED JUSTICE

Supreme Court's recent hold on O.B.C.reservation of 27% in higher educational institutions has once again created a nation wide furore among the students.As a student of sociology,I understand that the reservation in respect of the backward class in central government jobs and educational institutions has been deprived since 1950. The first Back Ward Class Commission chaired by Kala kalekar gave its Report to the Nehru Government, but added a Note that He is not in favour of providing any kind of reservation to OBCS.The first blow was meted out to the backward class by the then Home Minister Mr.Sardar Vallabhai Patel and the Prime minister,when they were not interested in tabling the COMMISSION'S REPORT in the PARLIAMENT.In 1961, on a personal level Nehru opposed to the reservation to obcs principally.
