CRIMES IN PUDUCHERRY- ANALYSIS-2

The Police and Crime Statistics available for the first time for the years 2001-02 and 2002-03 in Puduchery.
1.Cognisable Crime-- 4,440 in 2002
2.Crimes Under Local
and Special Laws--- 26,865 in 2002

In 2003, the figures are as follows:
1. Cognisable Crime --- 4,492
2. Crimes under Local
and Special Laws-----35,698

The above datas relate only to the reported offences. Comparitively, there has been a tremendous increase in the crime rates in the State. The number of murder case is pegged at 29 for both the years. Theft cases has increased from 525 to 550. Offences under the Arms Act has increased from 41 to 53 in 2003. Similarly, the Crimes under the Motor Vechicles Act has shown a steep rise from 25,859 to 33,658.The crimes under the P.C.R Act is 17; Explosives Act is 23; Excise Act is 16.

Though the Crime Statistics for 2000-2001 is not made available, distribution of convicts by age groups is available from 2000-01; 2001-02; 2002-03. We may take one by one as follows:
2000-01 423 persons--- Pondicherry
51 persons---karaikal
8 persons---mahe
9 persons--yanam

Total: 491

Out of the total Convicts for the year, the number of males in the age group, under 22years is 115. Whereas, the convicts between 23 to 40 years of age is 279. so, 394 cases of convicts prevalent from under 22 years of age upto 40 years, which works upto nearly 80% of the total.
The figure for 2001-2002, is as follows:
Pondicherry 309
Karaikal 202
Mahe 23
Yanam 2
Total : 5 36

Of the above Convicts, the males in the age group of under 22 years104. Between 23 to 40 years of age is 304. Thus a total of 408 Convicts are present from under 22 years of age upto 40 years of age, which works upto more than 75 % of the total in the State.
In 2002-2003, the data is as below:

Karaikal 199
Mahe 25
Yanam 14
Total: 604

Out of the Convicts indicated above, the males in the age group under 22 years is168. The convicts in the class interval of 23 to 40 years is 337. Thus a total of 505 Convicts are available from under 22 years to 23 to 40 years of age interval, Which works out to more than 82% of the convicts in the State.

The state of affairs in crime records in the small State of 493 Square Kilometres may be consciously compared with other States, to ascertain the quality of Policing and Criminal Administration. It is not one related to the Law and Order, usual rhetoric. More than that, a socio- economic problem touching various aspects of individual education, family situation and the environment in which a human-being is brought up.

In the fast globalisation culture, enterprise has no values or ethos. A sense of craving to amass wealth by whatever means justifies commission of offences from less serious ones to heinous crimes. The Party Politics and its hierarchy acts as breeding grounds, shelter camps for patronising and pampering Goons of various grades.

The cleansing process is not so easy as we perceive but at the same time it is not impossible to achieve.The effort shall come from the top and within the System so that People would emulate. It is a long drawn battle but cetainly the war against 'Collection Raj', will be won.

Let our Masters set an example that they wil not support or harbour anybody to transgress Laws and vitiate the peace and tranquillity of society.
